The Dependency Manager is responsible for planning, coordinating, tracking, and closing all pre-build and build-critical dependencies required to enable successful delivery of mobile telecoms sites across the UK.
This role ensures that enabling activities such as trial holes, STAT searches, structural surveys, and structural calculations are delivered on time, to standard, and in line with programme milestones, reducing risk and delay to site delivery.
Job Scope
Needs to Have

Experience in UK mobile telecommunications (new build, upgrade, or swap programmes).

Strong understanding of site-level dependencies including:
-
Trial holes
-
Utility / STAT searches
-
Structural surveys
-
Structural calculations
-
-
Experience working on EE or Three programmes.
-
Understanding of planning, acquisition, and build workflows.
-
Knowledge of rooftop, greenfield, and streetworks environments.
-
Familiarity with tools such as:
-
MS Excel / dependency trackers
-
Project management systems
-
GIS or site databases
-
-
Relevant experience in telecoms, construction, or engineering (desirable but not essential).

SMSTS / SSSTS or equivalent (desirable).

Full UK driving licence (Essential)

Dependency Management & Coordination
-
Identify, log, and manage all site dependencies required to enable design, build, or upgrade activities.
-
Develop and maintain a dependency tracker aligned to programme plans and rollout milestones.
-
Ensure dependencies are sequenced correctly to support design approval and construction readiness.
-
Proactively identify risks, clashes, or missing information that may impact delivery.

Technical Dependency Oversight
Manage and coordinate the following activities (including but not limited to):

Trial Holes
-
Scope, request, and track trial hole works.
-
Ensure outputs meet engineering and design requirements.
-
Manage access, permits, and reinstatement where applicable.
-

STAT Searches (or equivalent utility searches)
-
Request and track searches.
-
Validate responses and ensure findings are issued to designers and contractors.
-
Escalate utility conflicts or anomalies.
-

Structural Surveys
-
Coordinate surveys for rooftops, towers, poles, and other assets.
-
Ensure surveys are completed in line with client and engineering standards.
-
Validate survey reports for completeness and quality.
-

Structural Calculations / Instructions
-
Issue clear instructions to structural engineers.
-
Track calculation delivery and approvals.
-
Ensure outputs support design, planning, and build requirements.

Stakeholder Management
-
Act as the central point of contact between:

Designers
-
Structural engineers
-
Surveyors
-
Civils contractors
-
Acquisition teams
-
Programme / deployment teams
-

Liaise with landlords, agents, local authorities, and site access providers where required.
-
Ensure all parties understand dependency requirements, timelines, and responsibilities.
Programme & Reporting

Provide regular updates on dependency status to programme and project teams.
-
Highlight blockers, delays, and mitigation actions.
-
Support project reviews and governance meetings with accurate dependency data.
-
Ensure dependency completion supports Ready to Build (RTB) and Ready for Construction (RFC) milestones.
